Obligations Erga Omnes constitute peremptory norms of general international law (jus cogens) from their procedural perspective, as both sit at the apex of international legal hierarchy. The International Court of Justice has played a pivotal role in clarifying their conceptual framework and determining their criteria, in addition to the contribution of the International Criminal Court to this end, without disregarding the role of international legal doctrine. Defining these criteria will indicate the legal consequences arising from the breach of such obligations, which are of concern to the international community as a whole.
